@OxanaShevel @shashj @KofmanMichael: Agreed, and we make that point. Ammunition, manpower, and fortifications are interrelated and all need to be addressed. But personnel losses have not been adequately replaced since the fall, and officials and commanders told us that manpower had become the more acute problem.

@greygossling @OxanaShevel @shashj @KofmanMichael: Yes, and the new Ukrainian brigades did not have enough time to train before last summer's offensive. Which is why recruiting or mobilizing more soldiers as soon as possible is such a priority.
